CCPA for Mobile Apps: SDK Tracking Risks and Compliance Gaps

In 2024, the California Attorney General established a new standard for mobile app compliance after securing a $500k settlement with Tilting Point Media, owing to misconfigured SDKs in one of their games that led to inadvertent CCPA and COPPA violations.

The issue? The misconfigured SDKs silently caused sales and the share of children’s data without parental consent. And despite the company’s argument that the misconfiguration was unintentional, the AG’s response set a precedent. That Ignorance is not a defense, regulators now expect mobile apps to have the same, or sometimes even higher, technical observability and governance as their web counterparts.

Put simply, if you deploy it, you own it. In this guide, we break down the unique compliance challenges SDKs create, the gaps that trigger enforcement, and the operational controls regulators now expect.

Why mobile apps present unique CCPA challenges

Technically, mobile apps face distinct challenges from their web counterparts because most apps are built on top of third-party SDKs. Either installed as dependencies or bolted on for certain functionality. 

Unlike a JavaScript tag that’s embedded in HTML, these SDKs are compiled with code, and thus, their logic and network behaviour are hard to monitor separately. But regulators now expect that. AG’s recent actions have made it clear that the focus is on granular details of data collection via mobile apps. 

The opacity of SDKs creates a structural problem

Privacy teams can read SDK documentation and review vendor privacy policies, but those materials describe intended functionality, not runtime behavior. When an SDK vendor updates a library, changes server-side feature flags, or modifies default configurations, the app’s data collection profile can shift without the publisher’s knowledge or approval.

The regulatory guidance explicitly frames mobile privacy duties as business obligations and urges the tech industry to develop and adopt user‑enabled global privacy controls for mobile operating systems, reinforcing that store compliance does not shield a publisher from CCPA scrutiny. 

Then come the device identifiers that compound the issue 

CCPA’s definition of personal information explicitly includes persistent identifiers such as advertising IDs, device fingerprints, and IP addresses. SDKs routinely combine this data with precise geolocation data, facilitating cross‑context behavioral advertising and downstream brokering at a granularity that violates CCPA.

What complicates it further is that CPPA classifies data placing an individual within a 1,850‑foot radius as sensitive personal information, giving consumers the right to limit its use to necessary purposes and to opt out of its sale or sharing. That’s a challenge for developers, as most mobile apps don’t have a mechanism to translate the user’s SPI limitation preference to the advertising and analytics SDKs that are actively collecting and transmitting that data.

Background data collection introduces another layer of risk

Mobile apps can request OS-level permissions to collect location, motion, Bluetooth signals, and other sensor data continuously, even when the app is not actively in use. 

SDKs embedded in those apps inherit that access and collect and transmit geolocation in the background without the user’s active awareness. Compliance-wise, that’s a problem because CCPA businesses are required to disclose these practices clearly and to honor opt-out requests immediately. 

How SDK categories map to data collection risks

Mobile SDKs handle important functionalities within the app, ranging from analytics, monetization, notification, authentication, and performance tracking. And for that, they often process data and access device identifiers, location, and sometimes even sensitive user information. 

It jeopardizes compliance when data collection crosses into “selling” or “sharing” under CCPA’s definitions, often without the publisher realizing it. 

Analytics SDKs

SDKs like Firebase and Mixpanel capture screen views, user events, device identifiers, IP addresses, and crash logs. Many also collect location data to power cohort analysis and funnel attribution.

Advertising SDKs 

Advertising can’t work without collecting data that helps your business target the right audience. And for that, SDKs like AdMob and Facebook Audience Network collect ad IDs, precise location, and device characteristics. 

That creates multiple different compliance obligations and risks. First, precise identifiers like location fall under sensitive personal information and invoke separate compliance obligations under CCPA. 

The next risk comes from these SDKs sharing data with ad exchanges and data brokers to enable cross-context advertising.

When an advertising SDK uses app-collected identifiers and location to target ads and build profiles used across other apps or websites, it almost invariably falls within selling or sharing personal information under CCPA. 

The California AG’s 2025 enforcement sweep explicitly targeted this ecosystem, focusing on mobile app providers that share geolocation with advertising networks and data brokers who further sell and disseminate the data.

Attribution and measurement SDKs

These are the SDKs that allow businesses to tie their marketing and development effort with monetary impact. They analyze the app installs and in-app events to connect them back to the campaign that drove the action by syncing device IDs, click IDs, and sometimes location or demographic segments with ad platforms and attribution partners. 

However, if vendors retain or reuse this information to offer look-alike modeling and retargeting services, then these SDKs technically function like ad-tech, and can be considered as sharing data by CCPA’s definition. 

Even if the SDKs are marketed as measurement infrastructure, the function they enable, or serve, triggers compliance obligations. 

Social login SDKs transmit identifiers

Most mobile apps allow you to log in with SSOs from Google, Meta, Microsoft, and more. Users love the ease of logging in, and developers don’t need to build encryption chains or authentication security from scratch. Yet, that comes with a trade-off. 

These SDKs can share user data like email address, profile picture, and even contact graphs, or interest data from your platform to the platform that provides identity. 

If the social platform then uses in-app activity data for its own cross-context ad targeting, then that comes under “sharing” personal information as per the CCPA’s definitions. The platform could then use this data downstream to achieve advertising objectives for a third party.  

Regulators heavily scrutinize that. They see if your privacy notice mentions it. If your vendor contract governs it. And whether users get a true opt-out option. 

Crash reporting and performance SDKs capture device info

All developers need to monitor their app performance for bugs, crashes, and glitches so they can iteratively improve their apps. To collect those reports, SDKs usually capture device data, system state, network logs, and even exact user actions via event logs to help developers recreate the issue and patch it. 

But that data is also sensitive. Query strings, identifiers, or health-related context can be wrapped around them. This data not only gets transmitted to developers but also gets stored and processed in the servers of the vendor that provided SDK to give developers performance analytics over time. 

When vendors store or mine crash logs across multiple customers, that can become unsanctioned secondary use or even count as “selling” if it gets used to fuel commercial services beyond direct debugging.

The SDK visibility problem

SDKs give developers the time to focus on their core product, allowing them to bolt on the supporting functionalities from the SDK kit. However, that mechanism is what gives SDKs core access and permissions while their inner logic remains opaque. 

They run inside an app with their own configuration logic, endpoints, and on‑device storage, which are not exposed through the usual web debugging surfaces or standard logging pipelines.  

And that’s the primary issue. SDKs are hard to observe and even harder to govern. 

SDK behaviour drifts without notifications

Developers can control their own version cadences and app updates, but the SDKs inside those apps can update independently. Vendors can add new params and change how identifiers are processed or shared. 

Monitoring and verifying their behaviour takes resources

SDKs route requests through proprietary domains and often include custom payload formats, certificate pinning, and encryption, making it harder for developers to inspect the payload they send out. 

Traditional methods like proxies or OS-level logging works but not always. That’s what regulators want to govern now. They emphasize that the behaviour should be automatically tested and monitored continuously to reveal how personal data moves through these SDKs and how it honors user consent. 

They introduce supply chain risks 

Apps send data to ad networks and data brokers via SDKs, who then sell and disseminate it to additional parties downstream. In doing that, the data moves beyond the direct scope of the SDK vendor and steps into a fourth-party chain, something that the publisher doesn’t hold a contract with. 

Law firm alerts that investigators may expand their focus once they see SDK-mediated flows into sensitive contexts such as health or children’s apps. Responding to enforcement requires mapping all the parties involved in those chains. That’s a big move because, for app publishers, having visibility across the supply chain is challenging. 

Building a CCPA-ready SDK governance program 

Building a CCPA-compliant SDK governance program starts with understanding how regulators look at them. In the eyes of CPPA, SDKs are data-processing layers, not just functional libraries in your code. They have a real impact on consent, honoring opt-out, and user privacy.

Step -1: Maintaining a current SDK inventory and classification

Privacy preferences must propagate into the SDK configuration. That means halting gating SDK initialization and data-collection features on consent and opt-out state. 

That way, if a user opts out of sale or sharing, advertising and attribution SDKs should initialize or switch to strictly necessary modes. And if they limit the use of sensitive personal information, location SDKs should collect or transmit only what is required for the app’s core functionality.

Regulators have shifted from reading privacy policies to testing technical behavior. Privacy teams now capture SDK network traffic during QA and in production test environments, then compare observed endpoints, parameters, and data types to their records and notices.

That’s why you need to monitor continuously, so you patch when SDKs drift behaviour, and never fall out of compliance in between reviews. Ensure that “do not sell or share” or “limit use of sensitive personal information” tags are mapped to the right SDKs and work at runtime.
